Strengthening Routine National Data on Diabetes Risk and Care

Objectives

The project aims to enhance the screening and management of diabetes and other non-communicable diseases (NCDs) in low- and middle-income countries by scaling up the systematic collection and use of NCD data within routine health information systems. Emphasis is placed on building robust country-level capacity in DHIS2, thereby empowering digital health transformation for NCD prevention, care, and monitoring.
Additionally, there is a focus on broadening the DHIS2 Health Toolkit for NCDs, which includes conducting a comprehensive country-level impact assessment to evaluate how the Toolkit improves NCD outcomes.
Another key objective is to showcase advanced DHIS2 interoperability tools with a dedicated focus on integrating NCD data, facilitating seamless information exchange across health platforms. The initiative further aims to strengthen the representation and advocacy for NCDs within the global HISP network, thereby amplifying voices and sharing best practices.
Finally, ongoing support for DHIS2 core development activities is prioritized, ensuring the platform remains a resilient and adaptable digital public good for health systems worldwide.

Approach

HISP-UiO will develop a DHIS2 academy focused on integrating health information systems with an emphasis on non-communicable diseases (NCDs). Two in-person academies will reach 70–100 stakeholders, complemented by online tracker training materials for NCDs.
A DHIS2 NCD Toolkit with downloadable metadata will be launched and regularly updated for compatibility. An impact assessment in one country will capture lessons from toolkit implementation.
Interoperability tools will be enhanced, with technical assistance to map NCD information architecture and adapt FHIR guidance for diabetes monitoring. Country use cases and new NCD data initiatives will be highlighted at the DHIS2 Annual Conference, through webinars, and impact stories.

Expected results

• Enhanced country capacity to integrate DHIS2 with other patient record systems using FHIR standards, supported by in-person academies and online, self-paced training materials focused on NCD use cases.
• Release and regular update of a modular DHIS2 toolkit featuring reference metadata for NCDs, covering diabetes, hypertension, asthma, and chronic respiratory illnesses, alongside an impact assessment in one country.
• Expansion and dissemination of DHIS2 interoperability tools and technical guidance, including technical assistance for integrated NCD registries and sharing through academies, webinars, and community platforms.
