Palestine National Diabetes Program (Phase 2)

Objectives

WDF20-1767 is based on outcomes of a successful first-stage national programme (WDF15-1304) in care delivery and an established network of relevant stakeholders.

The programme seeks to sustain, replicate and refine the models hitherto applied and roll out and expand interventions using a large-scale, comprehensive approach targeting the primary care level. Moreover, the programme will enhance focus on hyperglycaemia in pregnancy and nutrition, as well as scale up current eye and foot care.

Approach

The programme is integral to the Palestinian Ministry of Health’s (PMoH) national non-communicable disease (NCD) response. Activities include:

Strengthen the PMoH National Committee on NCDs to gain political mandate and capacity.
Upgrade new and sustain established model clinics and strategically located intermediate-level clinics through the enhanced implementation of protocols and provision of equipment, including the availability of HbA1c testing at both PMoH and UNRWA facilities.
Build the capacity of health care professionals (HCPs) based on national protocols within diabetes care and prevention, including the use of hyperglycaemia in pregnancy (HIP) protocols for foot and eye care.
Provide comprehensive care and diabetes education; screening and referrals of related complications incl., specialised treatment/counselling in coordination with partners, community health clinics and mobile clinics.
Roll out community awareness and screening campaigns focusing on refugee women and high-risk patients.
Implement monitoring and evaluation framework at all levels of the intervention, incl. clinical reviews of registered patients; framework based on indicators of achievement and on new electronic patient registry at targeted PMoH clinics.

Results at completion

- 21 clinics established or strengthened to provide diabetes care and prevention
- 564 HCPs trained in diabetes care and prevention
- 28,956 persons screened for T2DM
- 27,980 children/youth receiving education in T2DM prevention
- 600 teachers trained in prevention of T2DM
- More than 950,000 reached at awareness activities
- 14,941patients screened for diabetes related foot problems
- 13,088 patients screened for retinopathy
- 972 women treated and followed for HIP
- 3 organized T1DM camps
- A booklet and an article published
